Town Crier
I know that there are announcements on the log in screen, but sometimes it actually doesn't come up (still downloading in the background maybe). Is it possible to have a NPC in the main towns (Shing Jea, Ascalon, LA, Kamadan, and KC), that a player could talk to in-game to read the announcements?
Say...maybe a town crier or herald or a female ranger tyrian NPC or frog or a person in a frog costume.

I am for more places for ppl to see the update announcements, but not sure if we need a "town crier" spamming "Mini pets now randomly go into attack stances" or "Asura pet is now unlocked". Kinda sets the world apart being in the game.
I am more for update notes to be on the main login screen, but I cant say this wont hurt either.

This would be a good place for someone who doesn't hit the GW website much to read the news and game updates as well.

For clarification purposes, I mean that the crier would not spam chat; you would have to go to him/her to get your announcements and they would show up in a window once you talk to them.

Maybe a NPC with a RED symbol over their head, in the major communities.

A Town crier... a noticeboard...
They would be in main cities... and they could even have an option to announce things.
They could have 20 slots to fill with messages... and each person could post only one message a day...
Then you click in 'player announcements' and you can read them...

Though I may not use it because the announcements on my screen load pretty fast.
But you could always go to their website...

I like the idea of a town crier as a noticeboard. A town crier can hold far more information than a login screen

I would like this because I use -password, to automatically login to my chars. So, I never see the "Announcement" thing again. No more "Players Protect Your Account" for me!
